The State Administration for Market Regulation and the Cyberspace Administration of China published the Measures for the Supervision and Administration of Rules for Online Trading Platforms on December 18, 2025, to take effect on February 1, 2026. The Measures regulate how online shopping platforms formulate, amend, and enforce rules. The provisions most closely related to ordinary consumers are set out below.

Rule Changes Must Be Announced in Advance

Platforms must publish rules they formulate or amend at least 7 days before implementation. Rules involving a large number of users, substantial amendments, or important rights and interests of all parties must be published at least 15 days in advance. If a consumer does not accept an amendment and requests to terminate the service, the platform must not impose unreasonable conditions that prevent the consumer from doing so.

No Discriminatory Pricing Under Equal Conditions

Platforms must not, without consumers' knowledge, set different prices or charging standards for the same product or service under equivalent transaction conditions.

Consumer Rights Cannot Be Excluded by Rules

Platforms must not use rules to exclude or restrict consumers' rights to make complaints, report violations, seek mediation, arbitrate, or bring lawsuits.
Platforms must not compel or induce consumers to accept the rules, nor make acceptance of the rules the default option, except where this imposes no additional obligations or reduces no rights and interests.
During the term of a membership service, platforms must not unilaterally amend the rules to impose additional charges or reduce membership benefits without authorization.
When a platform takes a restrictive measure against a consumer, it must notify the consumer of the facts, reasons, and basis for the measure and provide a convenient channel for appeals. If manual handling is requested, the case must be handled manually.

If rules change suddenly during online shopping or membership benefits are reduced, consumers may first save screenshots of the relevant pages and records of their orders before consulting the platform or merchant.
